base coat clear coat enamel or Imrom????

If that is the case, then basecoat clearcoat without question!

just be careful of puting to much material on the panel, for it will chip when you start in stalling the guages and switches, and defineitely when you tighten the retaining screws that hold it in, like say a #8 countersink.
