3M 1300L adhesive.
or any 3M trim adhesive.
Follow the instructions EXACTLY and you will be happy with the results.
Main thing is to apply-let-dry then apply the foam. Be sure you have it EXACTLY where you want it.
No moving after it sticks!

I don't know what this 3M 1300 stuff is but, all you really need to do is hold them in place until the platform is bolted up. Regular contact cement works fine. The clamping force of the platform to the transom is what holds them. I wouldn't put any superwhamadyne glue on them, if you ever need to get them off again you'll be pissed.
Glue them to the transom around the exhaust tips only. Don't bother trying to glue them to the platform also. That way, while you're positioning the platform, you won't be stuck to the seals and tearing them up.
I've rebuilt and re-gasketed two silent thunder paltforms. Used contact cement (rubber cement), never any problems.

1300L is a trim adhesive that is used in the aviation industry. Available through your local airport
It is also known by other names but is yellow in color.
You apply the "glue to both surfaces and allow to dry to the point of just being slightly tacky.
You then put the two surfaces together and they will NOT MOVE unless the material that is being glued tears.
Once it is there it does not move! You don't have to hold anything in place during the reinstallation of the Silent Thunder.
Thuff stuff!
I think the automotive trim industry has a similar product for gluing on body side moldings and trim strips.
