271 Cabin water leak

Hi guys,
Only had the boat for a month or so.
When I took possession, the cabin carpet was wet and didn't really dry out. I assumed it was from rain during a long tow.
I vacuumed it out and used the boat 5-6 times then it was
parked on the trailer for a week.
The carpet is wet again and there is water in the small bilge under the step into the cuddy.
The obvious place to look would be from the skylights/vents but none of the seat cushions are wet and the headliner is dry.
The storage cover covers past the base of the w/sheild so it shouldn't coming around the windshield.
The portipottie and fresh water pump compartments are dry.
The water didn't drain out of that small bilge on the tow home either which is odd[there is no plug in the drain either]
Any ideas where the water is coming from and why the bilge didn't drain?
Where does the forward bilge drain to? Engine bilge?
