Does Champlain freeze every year all the way across? or does it still break up in the Northern part? or does it depend on how bad the winter is?

Depends how bad the temps are.

In 16 years I have seen it freeze full 5 times including the last 3 years. This year is very open.

No, to much alcohol diluted in the water, Performance boaters SHOULD use their porta-potty... Kanookstr is probably responsable of 1/4 of the problem
