The amount of compost inside, and the staining on the hull makes me believe it has been outside for more than 2 winters. Assume it needs everything.

I assume by your conversion rate that you're in Canada, plus HST (at least in ON) when you cross the boarder, there has been a couple 28ss on Kijiji off and on for a couple of years.

Up here, any water that makes it into the wood will cause it to rapidly deteriorate due to the freeze thaw cycles (which can occur many times in one season). Unless you can water test it and inspect it for rot, I personally wouldn't pay anything for it. Even at a zero dollar purchase and do all the labour yourself you will need to have at least $50,000.00 available to restore it. Assuming the engines are ok
I have put almost $60,000.00 in mine after buying it and still have no interior, and I have done all the work except freshen the engines
