OH, plumbers crack , your right too , there is a tiny screen in the tank ,On a pump,(E series only) and the water beeds up and freezes . The "DIESEL TECH" at ford didn't know this ... I almost got into a fist fight with him before he realized I was right ! After the 3rd time they towed the truck( 100 miles each time ) he finaly listened and dropped the tank ,cleaned the tank, and the screan and pump that he said was not in there ...... He said I was an idiot for thinking there was a drain on the tank till I showed it to him ! Too bad all tanks don't have drains .....
(The pickups don't , only the E series vans do .)

I recommend just having her towed and checked out, my 2001 7.3 was terrible if the heater was not plugged in below 20 degrees.
The new 6.0 HCFM filter also acts as a warmer, which I am not quite clear on, (just read my book tonight). It's location sucks for changing, but two filters are better than one.
I will attest my 6.0 started after many long sub 0 nights in Ohio, we had no electric at Xmas and she was fine.
The book also says to ensure you above 1/4 tank a gas to avoid excess air in the system.
WARNING, be sure of what your doing opening any part of the fuel line on the 7.3.

Wow....Sure glad I moved from Northern Illinois to South Florida. My 02 Excursion Diesel starts everyday..........I do remenber the problems with diesel engines when it dropped below zero. Always add diesel fuel additive no matter what the make.
