Will 1 Weak Engine Hold Back The Other ??

I recently installed 2 new engines in my boat. On paper I should be running about 5400-5500 RPM's with my current props. Rev limiter is set at 5550.
I know I have a small issue with the starboard engine that is limiting it to about 5000 RPM. I am currently working on a fix for that. The port engine seems to running great but I can only get about 5200 RPM(when starboard is turning 5000).
Is it possible for one weak engine to prevent the other engine from reving to it's limit?? I'm hoping that once I solve the problem with the starboard engine, the port engine will be able to see 5400-5500 RPM's. Is that just wishful thinking??

one weak engine will pull the other down, i was just working on a buddies boat with a similar situation, the good motor was not able to get to normal max rpm's.
