I dont think an automotive scan tool will work but maybe someone else knows for sure. What you want to look for with the scan tool is primarily unusual values of various parameters under the various operation conditions eg engine temp, throttle position, manifold air pressure, etc. These may give you a clue of what is going on in the engine. Who knows, you may even get lucky and get a trouble code but dont count on it. The beauty of the scan tool is that it tells you what the ECM thinks is going on in the engine. I may eg think that the engine is cold, flooding the cylinders with gas to the point where it stalls...

I agree with hillbilly, checking the fuel pressure is a good place to start. The Coolfuel systems have a screen in the return line that can clog and cause the fuel pressure to get too high. This or a bad ECT are some ot the most common causes of a rich/flooding condition.

It wouldn't be a bad idea to check for trouble codes. The link below will explain how.

Ok, I think I may be on to something. I won't be able to get a pressure guauge until tomorrow, & I hate not doing something, or just call it curiosity. I took my regulator off, the filter under it is clean, but however, I did find a rust hole in the vacuum end of it. I couldn't seem to get it to move with a vacuum pump, so I stuck a small drill bit & pushed lightly, it did move, but it took a bit of force. Does that sound like it may be stuck, & this is what my troubles have been? I'm sure the rust hole can't be good...LOL. I'll be ordering a new regulator, but I really hope this is what my problem is.
