When hitting throttle motor is doing weird things

Remanufactured 1989 mercruiser vortec small block with a rebuilt quadrajet.
Motor seems ok and idles nice..(excessive steam is my only complaint) I think thats a cooling issue even though I run at 145, now I am thinking it may be related.
When I hit the gas to try and get up on plane it hesitates or lags for i'd say about 3 seconds before going I have to go up about 500 rpms at a time or it just won't move...I believe I am over propped, so that may have somehting to do with it. but its not major. I am seeing up to 4300 rpms so I should probably drop 2-3 dregrees in pitch. But what are some of things things that I should check or change.
I have changed the water seperator as well I installed a high flow fuel pump. The filter at the carburetor is clean as well

If you're getting the hesitation when you open the secondaries, the first thing I would check is the secondary air valve spring. It's probably too loose. I haven't seen one properly adjusted on a rebuilt yet.
