Default hull-transom water pickups

I have low water pickups on a imco lower, would a hull water pickup be a good option on a 27 checkmate, I have had problems in the past with water pumps getting clogged

Your IMCO lowers are notorious for flowing lots of water. Which is good! What you need is sea-strainers to keep the junk out of your raw water pumps and motors.

Thru-hull pickups will generally slow the boat down some, and require more work in installation and re-plumbing than just getting some good strainers.

1-2 mph generally.

You can get different size screens for the sea-strainers.

Or more if you don't trim it right.
