Default Bravo 1 leaking internal?

On my old boat the bravo 1 starting leaking oil out of the water intakes on the lower unit and after awhile out past the prop, so I replaced the lower housing because it was in bad shape anyway, but now I am thinking it must be an upper housing problem or seal because when I was filling it up it started to leak out the same place again. The drive is about early to mid 90's. Does anyone have any ideas? Thanks.

have you check to see if all of the shims and spacers have been correctly installed between the upper and lower units
