Do heads need to be machine to the exact bore of the cylinder? I’m trying to determine whether certain heads are going to fit my 496 without any need for modification. I’m 060 over on the cylinder walls of the block.

If you have a 2.19 intake valve most likely not.

No. But if your heads are set up for a bigger bore (many aftmkt heads comb chsmber are set up for 4.47” or 4.500 bore) make sure your headgaskets don’t over hang the heads combustion chamber.
