If he can only spin a 21 m plus 4500 revs he doesn't need more prop, that would kill the rpm

Need more power. Or there's something wrong with lacking power. Kind of the reasons for this question is it seems like it should run a little bit better than the speed it does. But maybe it's a s*** gas.
