At least here in NH the vendor pays the tax and it's up to the end user to get back the road tax. Since most don't it's just a way for the state to bring in more money.

I spent under $3000 last winter to heat about 4000sf which is pretty cheap as I'm natural gas. WOuld have been 5-6,000 if I was oil and even more this year.
