As for the cover, yes I would consider it towable. It comes with straps about every four feet. I don't use them as you can see I only use a couple on each side while next to the house. The fit is actually really good for a universal cover. Material is the same as a $1500. one.
As for a winter cover it would need a pole in the cockpit. The snow would have to lay on the deck area though. I would imagine some moisture would get through the cover as it is not 100% waterproof if left wet for months. Mybe put something between the deck and cover to for an arch so the snow will slide off. There is enough hanging over the side to do that.

Sunny and upper 60's to 70's. Maybe light rain once or twice a month. Evenings are usually 40-50's.
