Water trapped under anchor locker?

Water trapped under anchor locker?
A hole caused by a loose anchor (previous owner) allowed the area under the locker to fill with water. Is ther no drain from this area to the bilge? I can pump it out and fix the hole, but I would think this section should drain. 04 38' Lightning
