This whole thing sounds bad, especially with the seller not working for 7 months.
In his defense though, I had something similar happen to me 12 years ago. I sold a Sea-doo to my cousin and still owed around $1000 to the bank. I went to the bank and paid off the loan and actually recieved a release of lein at that time, but the title was at another location so it was supposed to be mailed to me. A month or so later I recieve a notice that I am in default on the loan that is paid off. Long story short it took 3 months and several letters from a lawyer to actually get the title from the bank. Two years later, when I tried to buy a house, the loan still showed up that I was in default, and I owed $167. I finally had to get a letter from the bank president stating that the loan was payed off to get it off of my credit report.
P.S. Why and how is a guy that hasn't had a paycheck in 7 months buying a skater?
