Boat never sees sun or rain. and it's San Diego so it doesn't get too cold 
My neighbor used to ***** cause i had 2 1970 camaros here.. She called code enforcement on me and I had to move one because one did not run. ( It was a 70 ss 396 project car, 1 of 600 ever built).
Now she gets to look at this every time she drives up the street. It's temporary so she can't do sh!t !

I definitely recommend wood over steel construction. It's just more versatile.

My FIRST piece of advice:
Figure out what you need for space, and DOUBLE IT. Yes, DOUBLE it. Trust me on this one. Unless you have a divorce, typically none of us are downsizing our toy collections.
My SECOND piece of advice:
Do NOT build the building at the exact edge of your easement.
My S.O. wanted the building as far away from the house as possible. I made the mistake of finding the easement, and then building it forward.
NOW, I would not mine expanding the building, and I can't go backward. I either need to come off the front or side. I will likely come off the side of mine with a hip, but coming off the front is not feasible, as doors/framing/concrete would all have to be redone.
Blowing out the back wall and just extending would have been MUCH EASIER, but I can't do that now unless we buy more land behind us.

You want to be able to stand up in the cockpit of the boat while inside, at a minimum.
14' is more than likely enough to pull a motor on one of our style of boats.
Remember, most overhead doors are configured so that they are 2' shorter than the ceiling. There are options out there that do not have this differential, but that's how most COTS products are designed.
