It's based off of the throttle you give it. Below 2500rpm, if you go past 50% throttle (approx) then there will be no more power available, so if your boat pops on plane with say 40% throttle, then you would hardly notice, but there is in fact a almost zero boost below 2500rpm. Problem most have with the setup is in propping, with a low rpm limit (5400rpm), to achieve max speed, you normally have to run a large pitch, which requires more power at low rpms.
