Yes coolant is in the engine but it will not circulate if you take the belt off. The internal water pump is driven by the belt on the 496's

Sorry, you are right, I made a typo, should be not circulating the coolant.

If you take the belt off so the water pump does not spin dry and only run the engine at idle on a cold engine the heat sink of the cold iron, cold 10 quarts of oil and the static cold coolant in the block should handle running the engine for 5-10 seconds or so...at idle. Very low hp/heat generated at idle. Always best to run with sea water pumping however.
