Rpm issue ideas.... I'm lost....

Both those voltages are extremely high. What are your volt gauges showing on the dash?
It's funny, you, Mr. Maine, and myself all have the same issue. All have the port side down on RPM, I'm assuming we are all spinning props out? It would be easiest for me to just swap props and run shifters in reverse to see if it is the same spinning in, but boat is on the trailer waiting for the new owner to pick it up this Saturday. I think it might be worth your while to just try swapping drives from side to side, you have been very thorough looking at everything else.

dash says 15 ish, hard to see exact, gonna verify voltage on STBD tomorrow again and see, worse case I may yank belts Friday when I head out to island and see if anything changes, drive swapping may be a resort next week, but old engines ran same rpm before, drive resistance was checked and in spec when we put new lower gear in. but if I don't find the issue I will do drive swap eventually, I really think its electrical still so I am going to verify all that.

Most ignitions (stronger spark)and electric fuel pumps (more volume) will run much better at 16 volts (thus why many race cars run a 16 volt battery) but a standard 12 volt battery will not like to be charged this high.

that's what I figured, but I am checking and logging everything I can think of, I am going crazy over this, wish it would just be 100% been through enough....

That's actually a sneaky trick lots of companies use to inflate the advertised output is to run it at higher voltage than what it would actually see in a vehicle. Always have to verify input voltage to do a fair comparison when shopping specs
