Just tried a 35ZR with two 496 HO and Raylar with an Imco 2" shorty and 1 1/2" spacer without boxes: it is extremely hard to get out of the water - not recommended at all.

Actually it's not 'thru prop' the law says. It's a matter of noice. The max. they allow is 72db (!) and that's nothing we could reach with dry exhausts.

I forgot to mention: we have to run with closed exhaust systems over here. What do you think about -2 or -3 inch shorties to get more speed? This Bullet doesn't have the notch.
