I see parents leave there kids in the tow vehicle while launching there boat, which I think is crazy. I alway told my kids to either get in the boat (as it floats) and sit down or wait on the dock......

take all spark plugs out of the motor, if it does not spin with the starter or a wrench on the balencer, better back track your steps, something is wrong!

You may also have to loop some of the cooling lines to make it a closed system, then pump about 20 pounds of air, and see if it holds the presure and if it does not hold see where it is...
