Vacuum is what closes a powervalve. Not positive pressure. When the engine is off, the power valve opens and stays open until the engine starts and theres enough vacuum to pull it closed.

It happens within split seconds once the rpm rises above the set point. You can watch it do its thing on the datalogs. Once you pull it out of gear, and the rpm rises, it goes right back to the base...
