MEMORIAL DAY NO REFUSAL WEEKEND-DA ANNOUNCES NEW DESIGNATED CAPTAIN PROGRAM Filed Fri, May 25, 2012 by Scott Engle Local / Area News, Montgomery County DWI BY SUE THACKERAY The Memorial Day weekend is not only the unofficial start of summer, but it also kicks off what historically are the 100 deadliest days of the year on area roadways. Local law enforcement will be out in force over the long weekend looking for drunk drivers on the roads and drunk boaters on Lake Conroe. According the Warren Diepraam, chief of vehicular crimes for the Montgomery County District Attorney’s office, this will be a No Refusal weekend on the roads and on the water, meaning, even if the suspected drunk driver or boater refuses to consent to sobriety testing, a warrant will be obtained and blood will be drawn. “There’s no saying no, because we’re going to be getting blood one way or another,” Diepraam said. There will be 200 additional police officers on the roads of Montgomery, Harris and Galveston counties over the holiday weekend, looking specifically for drunk drivers, Diepraam said. All three counties are participating in the No Refusal weekend. “The Montgomery County No Refusal program is a nationally recognized role model in fighting DWI cases and DWI fatalities,” Diepraam said. “But we want to keep on being creative and come up with new initiatives to make sure we get the public safety message out there.” That new initiative is the Designated Skipper Program. Additional officers from the Montgomery County Precinct 1 Constable’s office and rangers from Texas Parks and Wildlife also be on Lake Conroe looking for intoxicated skippers all weekend, but the District Attorney’s office and local businesses are offering incentives to those willing to be a designated skipper for their friends. With lake levels returning to normal following last summer’s drought, law enforcement and local business owners are expecting a busy weekend on the water as people try to make up for lost time on the lake last year. But, the safety of is a top priority. “We’re looking forward to a busy weekend,” said Erik Willis with County Line BBQ. “We’re offering a discount to all the boaters, but we’re offering a free meal and free non-alcoholic beverages to the designated boating driver.” Other businesses are taking part as well, and more information on those will be available throughout the weekend on District Attorney Brett Ligon’s Twitter feed. “Working with area businesses on Lake Conroe and also the designated driver company called DD4hire.com, we will provide a service to anybody who wants a designated skipper,” Diepraam said. DD4hire.com will provide a designated skipper for anyone requesting one at a nominal fee of about $10 per hour, according to Diepraam. A small price to pay considering the average DWI can cost the offender as much as $15,000 when all is said and done. Being a holiday weekend, law enforcement officers will also be making frequent stops of boats on the lake to ensure the skippers are sober. But, taking part in the Designated Skipper program may also enable boaters to cut down on the number of times they are stopped, if they pick up a designated skipper T-shirt from the DA’s office, Texas Parks and Wildlife or various businesses on the lake. “If we see this bright colored shirt, we’ll know that this person is sober and they don’t need to be stopped, so they’ll be free to go about their business,” Diepraam said.
