SB you are right they do. Dart also recommend not using the lightened up solid lifters instead of the full bodied lifters because oil just dump's around the lifter and cam instead of feeding rockers....

I think those tabs only pressure on down movement of trim plates. Try to move them down with the boat out of water or not under way If they don't than I would think either stuck return valve open...
