You can get external secondary linkage and do away with all that stuff inside the carb. Then you can adjust the opening how you want it. I got mine from BLP.

Yes, moving the IFR to the bottom will help. If you keep the three emulsion bleeds i would go to .022. Also when idling make sure the boosters are not dribbling.

I would check the module in side the distributor . that sort of sounds like when they start going bad.
