Odd ball question

On my 1988 omc cobra 350 engines
on both, in same spot on exhaust hose there is a band clamp, its almost dead center between engine and the transom
I have no idea why
Both ends of hose are double...

and one lifts 500 lbs fiur caster wheels
My wood fixture will fit on it easy
