If the trim indactor is only moving part of the way more then likely the cable is the cause. I had the same problem with my TRS equiped boat last year . The cable was sticking.

I just rebuilt an engine and painted the bilge there are hoses on both sides of my bildge that look like they should go to the drains under the back seat. I will take a look and see if I can find out...

Just did mine. Real easy job 3 bolts 2 hose clamps. The old bolt holes even lined up. Just make sure you seal the bolt holes.
