I had debris in the cool fuel tee. Back flushing didn't have enough pressure. Took a month to find issue.
Kept changes sensors, water pump, etc.

Sea water pressure is less then 2psi @ idle, only increases to 3psi at 3,800rpm, then the engine power is reduced to 4%

Port manifold on Starboard engine over heating to 190 degree , computer reducing power to 4%.

Sea water pressure only 3psi

Starboard manifold staying cool at 125 degrees, engine staying cool...
