The Mercruiser spec for the exhaust guide is .001 to .0027 so .002 is not really "loose" For what its worth the service limit is .0037
I would prefer it a bit loose and not have it stick.

Correct. Knock the old ring gear off with a brass punch and a big hammer. Stick it in the oven at 450-500 degrees for 30 minutes and it should fall right back onto the other side of the flywheel....
