That impeller is junk. Needs replaced. Need to check the pump housing as just mentioned. Usually just replace them together as its Aplastic housing that gets grooved in it easy.

Your troubleshooting, holding muffs for better seal and getting movement of water is a sign the impeller is shot. Change the impeller and it will suck water and pump it.
